Manifest Confidentiality Denied

The Federal Register on Wednesday August 13th announced the withdrawal of a proposed rule that would have allowed non-vessel-operating common carriers (NVOs) who "electronically transmit vessel cargo manifest information directly to CBP 24 hours before cargo is laden"  to request confidential treatment of the information manifested.
 
Customs notes "a clear lack of consensus on the part of the trade community regarding the value of the proposed amendment" as a reason for its withdrawal. 
 
Under the Tariff Act of 1930, importers can request from Customs confidential treatment of its data.  The proposed rule would have allowed NVOs to make that request.
