On May 4 and May 15, 2003, U.S. Customs will further enforce the
24-Hour Advance Manifest Rule. Customs announced the
enforcement as phase two. This means:
- increased scrutiny on the accuracy of information transmitted
- timeliness of submission
- monetary penalties for non-compliance
Starting May 4, when an invalid cargo description is transmitted,
U.S. Customs will respond with a "Do Not Load"
message. Customs ports can also issue monetary penalties for
not filing the required information within the specified time
frame. In other words, a documentation filed late is
subject to monetary penalties.
