| Expanded Enforcement of the 24-Hour Rule | ||

On May 4 and May 15, 2003, U.S. Customs will further enforce the
24-Hour Advance Manifest Rule. Customs announced the
enforcement as phase two. This means:
Starting May 4, when an invalid cargo description is transmitted, U.S. Customs will respond with a "Do Not Load" message. Customs ports can also issue monetary penalties for not filing the required information within the specified time frame. In other words, a documentation filed late is subject to monetary penalties. Starting May 15, the "Do Not Load" order will apply to transmissions with incorrect consignee information. If the consignee field is left blank or if "To Order" or "To Order of Shipper" is used, a "Do Not Load" message will be received. |
