Several importers have been receiving U.S. Customs Form 28, which
is a request for information, on the issue of C-TPAT, the acronym for
the Customs-Trade Partnership Against Terrorism program. The CF28
is asking importers to detail their supply chain security procedures.
The CF28 is aimed at importers who have not yet signed up for C-TPAT.
In its publication, Monday Morning Briefing, the NCBFAA writes
that Customs Headquarters verbally advised them that the CF28 "was
used to get the attention of the importer and, insofar the inquiry
relates to security issues, a response is voluntary and there will be no
sanction for the failure to respond."
